Assessment Platform Development

How a Childcare Nonprofit Automated Provider Readiness Reviews

NCAF helps childcare providers get their workforce onboarding and benefits in order, but reviewing each provider’s readiness by hand was slow and inconsistent. We built a Laravel and React platform that scores every assessment the same way, shows each provider its gaps, and recommends what to do next.

Client Overview

Client Story

The National Childcare Alliance Foundation (NCAF) is a nonprofit based in Norfolk, Virginia, founded by Dennis Woodbury. It works with childcare providers, directors, and organizations across the US to organize workforce onboarding, documentation, and access to benefits that help them keep staff, without replacing the role of state licensing agencies.

Every provider NCAF supports is in a different place. One has missing staff documents, another has staff documents about to expire, a third does not know which benefits pathway fits. Working that out meant reading each provider’s answers, spotting the gaps, and deciding next steps by hand. Two similar providers could get different advice, deadlines were easy to miss, and every new provider added to the review queue.

Background

Project Background

Dennis needed a Benefits Readiness platform that could take in a provider’s information, score its answers, and tell it exactly where it stands. The brief:

A Consistent Readiness Score
Turn assessment answers into one standardized score and readiness stage.
Results That Fit Each Provider
Show the right education needs, gaps, and next steps for each situation.
A Free, Quick Starting Point
Offer a lightweight snapshot of onboarding and documentation readiness, sent by email.
Gaps and Deadlines in View
Surface missing documents, expiring items, and dates that could affect staffing.

Keeping track of every provider’s readiness, missing documents, and next steps by hand is frustrating. I need a clearer and more consistent way to do it.

Discovery

Research & Ideation

The core problem was consistency. Two providers with the same answers should always get the same score and the same advice, without anyone interpreting responses by hand.

  • Rules, Not Judgment Calls

Scoring and recommendations run on defined business rules, so every result can be explained and repeated.

  • A Quick Way In

A free snapshot lets providers see their status in minutes before committing to the full assessment.

  • Room for New Modules

The backend is structured so NCAF can add readiness modules and rules as its programs grow.

Design

Designing the Readiness Engine

Every assessment takes the same path from intake to recommendations.

  1. Organization IntakeProvider details captured and validated
  2. Assessment ResponsesAnswers sent to Laravel through the API
  3. Business RulesResponses checked against defined rules
  4. Score and Stage100-point score and readiness stage
  5. Results and Next StepsGaps, deadlines, and pathways

React handles the experience, and Laravel holds every rule, so scoring logic can change without rebuilding the interface.

Challenges

Project Challenges

  1. Complex Assessment Logic

Many responses had to pass through backend rules to produce one standardized score and readiness stage.

  2. Results That Change by Situation

Different answers needed different stages, education requirements, documentation gaps, and next steps.

  3. A Lightweight Snapshot

The free snapshot had to assess onboarding and documentation readiness quickly and email the results.

  4. Documentation and Deadline Tracking

The system had to find top documentation gaps, expiring items, and deadlines that could affect staffing.

  5. Structured Data Management

Responses, scores, gaps, deadlines, and pathways all needed a consistent, maintainable data structure.

  6. Frontend and Backend Integration

The React frontend needed reliable APIs for intake, validation, scoring, snapshots, and results.

Approach

Our Solutions

We built the platform on Laravel as the readiness engine, with React for the provider-facing experience.

  • Laravel Assessment Engine

Models, validation, and services process provider information and assessment answers in one consistent structure.

  • 100-Point Readiness Score

Answers become a measurable score that sets the readiness stage, education needs, gaps, next steps, and benefits pathways.

  • Dynamic Recommendations

Each provider sees stage descriptions, requirements, and next steps based on its own answers, not a generic result.

  • Free Readiness Snapshot

A quick entry point that shows a Green, Yellow, or Red status, top gaps, expiring items, and deadlines, sent by email.

  • Documentation and Deadline Logic

Backend rules surface documentation gaps, expiring items, upcoming deadlines, and onboarding risks.

  • Laravel REST API

APIs connect React to the engine for intake, validation, scoring, snapshots, gaps, deadlines, and pathways.

  • Structured Data Architecture

Responses, scores, stages, snapshot results, and pathways are stored in one consistent format, ready for new modules.

What a Provider Sees in the Free Snapshot

The snapshot gives a point-in-time view of workforce onboarding and documentation readiness, without the full assessment. It works as a first step and a reason to go deeper.

Custom Features

Custom Functionalities

The engineering choices that keep scoring consistent and the platform easy to extend.

  • Separate Business Logic Layer

Scoring and recommendation rules sit in their own layer on top of Laravel MVC, so rules change without touching controllers or the UI.

  • Validated API Intake

Every response is validated at the API before it reaches the scoring engine, so results are never built on bad data.

  • Saved Results for Follow-Up

Scores, stages, and gaps are stored with each assessment, giving NCAF a record to follow up from.

  • Laravel-Based Admin

A Laravel admin panel runs alongside the engine, on the same codebase and data.

Support

On Going Support

The project started as a fixed-price build and continues with a dedicated team working on updates as NCAF’s platform grows.

  • Fixed Price, Then Flexible

A fixed-price first phase, followed by hourly work on updates and new features as needs become clear.

  • Dedicated Resources

The same developers continue the work, so every update builds on what the team already knows.

  • Working Through Complexity

Complex requirements are broken down and delivered step by step with the founder.

iCommuneTech has been instrumental in helping us translate NCAF’s vision into a developing technology platform. Their team has demonstrated technical commitment, responsiveness, and a willingness to work through complex requirements. We value the progress made and look forward to realizing the platform’s full potential as development continues.

From the delivered platform scope. Development is ongoing.

NCAF no longer has to interpret each provider’s answers by hand. Every assessment now produces a 100-point score, a readiness stage, education needs, documentation gaps, next steps, and benefits pathways, using the same rules every time.

Providers can start with the free snapshot and get their status by email, and every result is stored, so NCAF can follow up and add new readiness modules as the platform grows.
